The Islamabad High Court has dismissed, with costs, writ petitions and appeals filed by LDI operators against the Pakistan Telecommunication Authority and Government of Pakistan (Ministry of Information Technology & Telecom) on the issue of Payment of Access Promotion Contribution (APC) for the Universal Service Fund (USF) Regime. In the said Writ Petitions the LDI Operators had challenged the constitutionality and legality of the APC Regime as well as the Enforcement orders and Show Cause Notices issued by PTA.

The LDI operators in their petitions had prayed for a declaration to the effect that the Access Promotion Rules, 2004 issued by Government of Pakistan are ultra vires and that all the demands raised and money received by the Federation of Pakistan and PTA in respect of APC including APCL , APC for USF and Research and Development Fund were raised and being received without lawful authority and having no legal effect.

The Islamabad High Court, after hearing the arguments of both petitioners and respondents in detail, has declared that the points and issues raised in the petitions are not maintainable and accordingly dismissed the writ petitions, with cost.

The LDI Operators whose petitions and appeals have been dismissed through the said orders include Dancom, Wisecom,4B Gentle, Redone, World call, Wateen Telecom and Multinet. A huge amount of APC for USF was stuck up due to the stay orders obtained by these operators and pending litigation, which are now payable and PTA has issued necessary orders and instructions for recovery of these amounts in compliance of the court orders. PTA has also suspended the licenses of World Call, Multinet, Red Tone, Wise Com and 4B Gentle with immediate effect which were earlier stayed by Courts.

Half-yearly results: WorldCall Telecom's loss-after-tax shrinks to nearly Rs 227 million

Pin It KARACHI (August 18 2009): The loss after tax of WorldCall Telecom declined to Rs 226.976 million in the half year period ended June 30, 2009
as compared to a loss of Rs 283.731 million in the corresponding period in 2008. The board of directors of the company in its meeting declared per share loss of Re. 0.26 in the period under review against Re. 0.37 in the same period last year.


According to financial results, the company's net revenue increased to Rs 3.989 billion in the half year period this year against Rs 2.104 billion in the same period last year. The company's direct cost increased to Rs 3.344 billion in this period against Rs 1.547 billion previously. The company's before tax loss was recorded at Rs 258.578 million in the first half of 2009 against a before tax loss of Rs 350.045 million in the same period in 2008.

WorldCall Telecom's loss increased to Rs 299.288 million

Pin It KARACHI (June 16 2009): WorldCall Telecom Limited's after tax loss has increased to Rs 299.288 million in the half-year period, ended December 31, 2008 as compared to a net loss of Rs 46.354 million recorded in the corresponding period in 2007. The company's per share loss increased to Re 0.35 in the period under review against Re 0.06 in the same period a year back.

According to the financial results, sent to Karachi Stock Exchange (KSE) on Monday, the company's net revenue declined to Rs 3.091 billion in this period against Rs 4.319 billion recorded in the same period last year. The company's directing cost also declined to Rs 2.259 billion against Rs 2.854 billion. The operating cost of the company stood at Rs 1.134 billion in this period against Rs 1.210 billion. The company's loss before taxation increased to Rs 390.281 million in the six-month period in 2008 against a loss of Rs 134.719 million in the same period in 2007.

IHC reserves verdict on joint venture of CDA, World Call

ISLAMABAD: The Islamabad High Court here on Thursday reserved its judgement on a plea moved against award of laying copper cables in the Capital. The single bench of Justice Mohammad Munir Peracha reserved its judgement on a writ filed by Webcom. The counsel for Webcom apprised the bench that in 2004, Webcom entered into agreement with 24 other cable operator companies to spread a network of copper cables in different sectors of the Capital.
The aim was to provide TV channels network service to viewers, he added. He claimed that the company also got licenses from Pemra and Pakistan Telecommunication and submitted an application with Capital Development Authority for approval, which was not entertained. He alleged that CDA entered into venture with World Call under direct pressure from Governor Punjab Salman Taseer.
Barrister Masroor Shah, counsel for CDA, defended CDA step and said that the civic body reserved the right to award contract and enter into joint venture with any company under the specific laws. He said the World Call was given a nod after floating of bids as it was the highest bidder and selected through a transparent manner.
He said the company would pay 35 percent of its investment to CDA. Regarding Webcom agreement with other cable operator companies, he termed it an entirely private matter between the private companies and said CDA had nothing to do with it. He also rejected claims that the joint venture was inked under pressure from Governor Punjab and said when the agreement was reached Salman Taseer was not holding the post of Governor.
