To Send Money to CNIC

To Send Money to Account Holder
Through this service any person with a valid CNIC can send money to a Timepey Account holder. The sender will need to the agent location for this service and provide the Timepey account number that is the receiver's mobile number.

-The sender needs to bring the following to send money to a Timepey account at the agent location:
-Their original and valid CNIC along with 1 Photocopy of the CNIC
-Receiving person's Mobile Number
-Their own mobile phone number

-You need to be a Timepey Account holder customer

-Enter the Consumer number written on the utility bill
-The details of the bill will be shown on the screen
-Confirm details are correct and press OK

Paying your bills through Timepey bill payment is very easy.
-Bring your bill and the required amount of cash to any Timepey Shop
-Ask the shop keeper to pay your bill through the Timepey bill payment service
-Also provide your mobile phone number to the shop keeper so that you can receive a confirmation SMS as soon as the bill is paid
-Upon completion of the payment, the retailer will stamp your bill and also provide a system printed receipt of the transaction

With your Timepey Account you can purchase prepaid airtime and pay postpaid bills any time anywhere from your own mobile phone. This service is available to all ZONG Customers having a Timepey account. This service is available for all ZONG Prepaid and ZONG Corporate Customers.

-Timepey Account user will be able to purchase prepaid topup for themselves and others ZONG prepaid connections
-Timepey Account User will be able to pay their own postpaid bill or on behalf of other customers having ZONG postpaid connection
-No extra charges

Process
-Go to Balance Topup option on your Timepey Account menu by dialing *888#
-Enter mobile phone number of the phone you are buying airtime for
-Enter amount of airtime you wish to buy
-Enter your account PIN and then confirm the details
-Complete transaction by pressing OK
-You will receive a confirmation SMS


DEPOSIT CASH INTO TIMEPEY ACCOUNT
To do transactions you need to deposit money in your Timepey account at an agent location. The agent will do this transaction for you only need to provide the Timepey Account number and Cash. You can deposit cash anytime into your Timepey account. For this purpose your will need to visit a Timepey Agent Location (ZONG CSC, Franchise, Timepey Shops or Askari Bank Branch).

To deposit money into your Timepey account you will:
-Go to an authorized Timepey agent location with your phone and original CNIC
-Inform the agent how much you wish to deposit into your account
-Agent will send money to your Timepey account in exchange for cash
-You and the agent will receive an SMS confirming the transaction and the agent will also provide a printed receipt to you
-To send from your Timepey account you must first deposit money into your own account. You cannot deposit money directly into another person’s account.

TAKEOUT CASH FROM TIMEPEY ACCOUNT
You can take out cash anytime from your Timepey account. For this purpose your will need to visit a Timepey Agent Location (ZONG CSC, Franchise, Timepey Shops or Askari Bank Branch).

-The customer needs to bring and show the following to take out cash at the Agent Location:
-The Mobile Phone which has the Timepey Account activated
-Original CNIC

Process
-Go to your Timepey menu, select ‘Withdraw cash’
-Enter the Agent number, the amount you wish to withdraw and your PIN
-You will receive a screen with the above transaction details. Confirm they are correct then Press OK
-You and your agent will receive an SMS confirming the transaction
-Give your phone number which is your Timepey Account number and show your original ID
-The agent will then provide you the cash and also a printed receipt of the transaction

-They must know the 6 digit pass code communicated to them by the sender, as well as the trace number of the transaction

PTA and SBP signed a MoU to promote mobile banking services




Pakistan Telecommunication Authority (PTA) & State Bank of Pakistan have jointly signed a Memorandum of Understanding (MoU) on 11th January 2012 at Karachi, to formalize cooperation between the two institutions for a common objective of promoting Mobile Banking in Pakistan. With this MoU, both the regulators (PTA and SBP) have shown their interest and commitment in stimulating mobile banking services in the country. The MoU was signed at a local hotel in Karachi after a meeting of all stakeholders involved in Mobile Banking followed by a signing ceremony. Mr. Farooq Ahmed Awan, Secretary (IT),, Mr. Yaseen Anwer Governor State Bank of Pakistan and Dr. Muhammad Yaseen Chairman PTA witnessed the ceremony. Senior management of the commercial banks, cellular Mobile operators as well as seniors officers from PTA and SBP also attended the ceremony.






Chairman PTA, Dr. Muhammad Yaseen while addressing the audience highlighted the potential of Mobile Banking services in Pakistan as only 12% of the adult population of Pakistan has access to formal banking services so far. Out of totlal population of 177 Million, only 27 million people have access to the banking services. Today Pakistan has over 122 million cellular mobile subscribers which is the potential target market for mobile banking services. With the upcoming 3G licensing this potential will increase by many folds.






Governor State Bank of Pakistan while speaking at the event, said that MoU signed between PTA and State Bank will be remembered as a mile stone in the history of Telecom and banking sectors. He said that branchless banking in Pakistan will have positive impact on the GDP growth of the country. He further said that branchless banking is a modern facility which will be beneficial for people of Pakistan. Admiring the role of PTA, the Governor State Bank said that it is a vibrant and forward looking regulator which is playing important role to promote and develop the emerging field of branchless and mobile banking in the country. The Governor State Bank said at present the number branchless banking in the country is slightly over 10,000. Total number of accounts opened till now stand at over 800,000. The average number of transactions a day through branchless banking are around 180,000 he added.






As agreed with SBP, PTA will issue Class Value Added Services licenses to third party services Providers who will act as facilitator and mediator between telcos and financial institutions for smooth transactions, data verification and mobile banking applications. This arrangement will be made in accordance with Third Party Service Provider Regulations to be issued by PTA as well as guidelines by SBP. Third Party licenses will be beneficial for the FI’s and Mobile operators as it will avoid cost duplication as well as reduce the cost of provision of mobile banking services. Through Third Party Service Providers (TPSP), Mobile Consumer of any network would be able to receive and transfer money all across the country. Particularly, the lower strata of the country would be able to remit their finances back home easily. After implementation of proposed arrangement, the consumers will have the most attractive benefit of keeping bank account in their pocket with advantages like low cost and fast transfers etc.

ISLAMABAD : Telenor Pakistan has become one of the few mobile operators in the world to receive a grant from the Bill & Melinda Gates Foundation’s Mobile Money for the Unbanked (MMU) Fund. With the help of the grant, Telenor Pakistan will introduce a savings/ insurance product under the umbrella of its easypaisa services.
MMU grants are awarded to support commercially viable and sustainable mobile-operator-led projects that accelerate the deployment of mobile banking services to the unbanked. This year only seven mobile operators have been selected from around the world for the grants based on their financial services.
Gavin Krugel, Director GSMA speaking about the MMU Fund said: “Between now and the end of 2011 millions of consumers are expected to directly benefit from mobile money services launched with the support of the Fund – that is 170 million customers at the base of the economic pyramid and who previously lacked access to financial services, from 19 operators in Latin America, Africa, and Asia.”
Commenting on the grant, Roar Bjaerum, Vice President Financial Services, Telenor Pakistan said: “We are delighted to have received the MMU grant. Easypaisa has very quickly gained popularity among all segments of society. Through it we have moved over PKR2 billion through more than a million transactions. Considering that only 12% of the population in the country has access to banking services, the MMU grant is going to help us develop a savings and insurance product that is tailored to the needs of the financially excluded.”
easypaisa is a diverse suite of financial services launched by Telenor Pakistan and Tameer Microfinance Bank with the aim to provide mobile banking services to the unbanked people of Pakistan.
The MMU Fund is administered by the GSMA Foundation Inc and supported by a grant from the Bill & Melinda Gates Foundation. It works with mobile operators, banks, microfinance institutions, government and development organizations to encourage the expansion of reliable and affordable mobile financial services to base-of-the-pyramid unbanked customers.

Effective Steps Needed to Promote M-Commerce: Chairman PTA

Pin It Islamabad: “Formulation of Collaborative Regulatory Framework, Third Party Mobile Banking Regulations, Consumer Confidence & Protection and Adoption of Latest Trends are those initiatives which can bring about unprecedented growth in mobile commerce (m-commerce)” said Chairman Pakistan Telecommunication Authority (PTA), Dr. Mohammed Yaseen. He was addressing a two day workshop cum seminar with a theme “Broadband Networks: Technologies, Trends, Opportunities and Needs” arranged by Military College of Signals (MCS) here today. Representatives of MCS, IT & telecom industry and educational institutions were also present on the occasion.



Chairman PTA, in his address, discussed in detail the opportunity model in m-commerce. He shed light on different areas of m-commerce and highlighted scope of opportunities vis-à-vis local market trends. He discussed different market segments, types, present trends, drivers & constraints of mobile money and also shared information on the global and local forecast of mobile banking.



Dr. Yaseen said that we require a mutual collaboration, for the development of local applications and contents, by industry and academic institutions to promote usage of broadband in all spheres of life. He said, operators are looking for future revenue streams which are very much dependent on availability of value added data services. Key issue in further development of data segment is non-availability of local content and applications which can contribute towards ICT-based economical contribution. That’s why, today, the PTA’s main focus is on the development of local content and applications, he added. He also emphasized on the need of a strong industry-academia linkage for the proliferation of broadband sector and its different areas.



Chairman PTA appreciated the efforts of MCS on arranging this workshop. He also invited other industry stakeholders to play their role in providing such platforms to discuss trends, opportunities and needs in the broadband sector.

Third Party Mobile Banking Regulations: PTA, SBP likely to finalise draft in a month

ISLAMABAD : Pakistan Telecommunication Authority (PTA) and State Bank of Pakistan (SBP) are likely to finalise draft of the "Third Party Mobile Banking Regulations" within a month. This was stated by PTA Chairman Dr Muhammad Yaseen, while addressing a joint press conference with Head of Sub-region Gulf and Pakistan Nokia Siemens Network Waqar-ul-Islam, while introducing the 2009 Connectivity Scorecard here on Wednesday.

"The PTA is closely working with the SBP on the draft of the "Third Party Mobile Banking Regulations," which will connect all banks in the country with the cellular mobile operators for mobile transaction," said the PTA Chairman.

He said that the primary objective of these collaborations was to develop a unified regulatory framework to facilitate the telecom customers and banking sector, since the mobile banking involved both financial institutes and mobile phone operators.

Dr Yaseen said that currently Pakistan had overall 63 percent teledensity, while it had great potential for broadband proliferation. "At present, there are around 0.5 million broadband subscribers across the country," he said. Responding to a question about 3G Services, he said that the Ministry of Information Technology and Telecom (MoIT & T) was working on the policy for issuing 3G licences. The PTA had completed groundwork and would initiate the licencing process soon after it received policy from the ministry, he said.

Commenting on the study "Connectivity Scorecard 2009" commissioned by Nokia Siemens Networks and written by Professor Waverman, fellow of the London Business School and the consulting group LECG, Dr Yaseen said that it was always important to have a reference to measure the growth, performance and to enhance the working strategies of any sector.

Syed Waqarul Islam claimed that the gross domestic product (GDP) would grow by six percent if the Information Communications Technologies (ICT) grew by 10 percent. He said the Connectivity Scorecard 2009, measured the extent to which the governments, businesses and consumers in 50 countries made use of connectivity technologies to enhance economic and social prosperity.

He said the results showed that even the best-connected countries in the world had no reason for complacency when it came to use of the Information Communication Technologies (ICT). "At present, when the governments around the world are looking to boost their economies with a variety of stimulus packages, the Connectivity Scorecard shows that everyone of them, even the most developed, has plenty of room to develop the ICT infrastructure and improve its actual use to develop economy and society," he added.

"Communication networks are of 21st century and these networks are very large construction programmes. There is great potential for them in using the ICT to encourage growth," he said. The Connectivity Scorecard was unique in broadening the definition of connectivity to include not just infrastructure, but also how effectively that infrastructure was being used, he said, adding that this "useful connectivity" measure illuminated the extent to which the countries were harnessing the potential of the ICT.

"The concept of useful connectivity was a reminder that the technology alone will not solve economic or social problems, rather it is a tool that could be used to achieve those aims. Judiciously applied that tool could be extremely powerful and the Connectivity Scorecard acts as an important guide to where and how the countries might apply it to achieve the desired results," said Waqar.

He said the rankings were determined by the measurement of each country by using two criteria - infrastructure and usage skills - in the realms of business and government. Low scores reflected gaps in a country's infrastructure, usage of skills or both, he said.

For each of the six components of the Scorecard, the countries were benchmarked against the best in class in their tier; thus if a country was best in all dimensions, it would score a maximum of 10. The Scorecard, therefore, measured the countries against the best ICT usage that currently existed rather than an ideal model, he said.

Speaking on the occasion, Saad Waraich, Afghanistan and Pakistan Country Director, said that the Nokia Siemens Networks had commissioned the study, which was the first of its kind to rank the countries not only on their deployment of the ICT infrastructure, but also on the extent to which people, governments and businesses put this infrastructure to economically productive use.

(PTA) and State Bank of Pakistan have agreed to formulate “Third Party Mobile Banking Regulations”

Islamabad: Pakistan Telecommunication Authority (PTA) and State Bank of Pakistan (SBP) have agreed to formulate “Third Party Mobile Banking Regulations”.

A significant development in this respect incurred today when Chairman PTA Dr. Mohammed Yaseen met Governor SBP Syed Salim Raza at State Bank of Pakistan, Karachi. Heads of the two regulators discussed the proposed Regulations originally drafted by PTA and announced a “Joint Regulatory Committee” consisting of officials from the State Bank and PTA which will work on the draft regulations, finalizing its suggestions and recommendations within three months timeframe.

The draft of the Regulations addresses the ongoing debate over different models of providing mobile banking services which include ‘Telecom-led model’ and ‘Bank-led model. The proposed “Third Party Mobile Banking Regulations” offer an intermediary model for opting the mobile banking services taking in account the concern and responsibilities of both financial institutes and mobile operators.

During the discussion, Chairman PTA said that the mobile phone communication sector has shown an enormous growth in Pakistan; thus creating striking opportunities for service providers and consumers to utilize mobile networks for carrying out various daily life tasks such as financial transactions. He also highlighted salient features of draft regulations including operators’ obligations, arrangements between operators and financial institutes and Dispute Settlement Mechanism. PTA has been thoroughly working with State Bank on drafting a sound regulatory framework in order to facilitate potential stakeholders interested in introducing true mobile banking services in the country. The primary objective of this collaboration is to develop a unified regulatory framework, since mobile banking engrosses both financial institutes and mobile phone operators.

Governor State Bank appreciated this initiative by PTA and considered it an important development for the banking and telecom sectors of the country. He said that advancements in telecom technologies have positively affected other sectors and innovative products have been introduced. He said that customers of mobile operators and financial institutions will be benefited from Mobile Banking Services and these regulations will ensure their security and satisfaction.
At the end of the meeting during a joint statement, both regulatory heads endorsed the proposed “Third Party Mobile Banking Regulations” and aimed to continue mutual coordination for setting up a fair and non-discriminatory regulatory framework for the mobile banking service providers.


It may be mentioned that Mobile Banking is increasingly being employed by financial institutes in collaboration with mobile operators around the world to generate additional revenues, reduce costs or to increase customer satisfaction, often with very promising results. There is no universal form of m-banking; rather, purposes and structures vary from country to country. The systems offer a variety of financial functions, including micro-payments to merchants, bill-payments to utilities, Person-to-Person (P2P) transfers between individuals, and long-distance remittances. Currently, different institutional and business models deliver these systems.

4. Terms and Conditions:
