Nokia will close its battered gaming service N-Gage next year

Pin It Nokia Oyj will close its battered gaming service N-Gage next year, acknowledging failure in its first major services offering.

Nokia is looking for new revenue from online services as its traditional handset market matures, with games and music being the first focus areas.


Yet the handset maker’s mobile gaming push has encountered major challenges, with consumers first shunning its dedicated gaming phones which went on sale in October 2003, accompanied by a major global advertising campaign.
The online gaming service, which opened last year, took over the N-Gage brand and also never moved beyond a niche audience of hard-core gamers.
“We will no longer publish new games for the N-Gage platform,” Nokia said on its N-Gage blog, to which a user calling himself Jon replied: “It’s a sad day for N-Gage fans.”
It said the games from its first major services offering could be purchased until the end of September 2010 and the community site would remain in operation throughout 2010.
“It’s a sign of a more realistic approach. It’s time to bury the dead and focus on the future,” said Tero Kuittinen, analyst at MKM Partners, adding Nokia had great opportunities in other areas, such as location-based services, micro-financing and mobile email.
Nokia’s leading position in the cellphone market had attracted all the top mobile game makers—including Electronic Arts, Gameloft, Glu Mobile and Digital Chocolate—to create special games for N-Gage.
After closing the N-Gage service, Nokia will continue to sell mobile games at its Ovi Store, a smaller rival to Apple’s popular App Store.
Nokia’s U.S. shares
were 3.3 percent lower at $12.73 by 1750 GMT.

PTCL and DSL Operators signed a DSL agreement for provision of broadband

ISLAMABAD (October 31 2009): PTCL and DSL Operators on Friday signed a DSL agreement for provision of broadband

services under the auspices of Pakistan Telecommunication Authority (PTA). The signing ceremony was held at PTA headquarters where PTA Chairman Dr Mohammed Yaseen; Member (Finance) Syed Nasrul Karim Ghaznavi, Member (Technical) Dr Khawar Siddique Khokhar, Senior representatives of PTCL and DSL operators were present.

Under the agreement, DSL operators will now have a choice to acquire IP bandwidth from any other operators in addition to PTCL, which will enable the DSL operators to offer broadband services at competitive tariffs.

It may be mentioned that PTCL and DSL operators were unable to reach consensus on some of the issues such as permissibility to DSL operators to lease bandwidth from other private operators, laying fiber at PTCL co-location sites, prices and discounts offered by PTCL for domestic and international bandwidth and provisioning of VPN services. Resultantly, the DSL interconnect agreement was pending for quite some time. Taking cognisance of the issue, several meetings under the supervision of PTA were held between PTCL and DSL operators to resolve these issues.

The PTA Chairman said that owing to this agreement and resulting competition would reduce broadband tariffs significantly. This would not only attract new broadband subscribers, but would also motivate dialup users to shift to broadband services, thereby increasing the broadband penetration in Pakistan.

Telenor Pakistan has posted strong results for the third quarter of the current year

Pin It Staff Report ISLAMABAD: Telenor Pakistan has posted strong results for the third quarter of the current year. The company has taken its subscriber base to 21.7 million by adding 765,000 subscriptions.


This subscriber growth of 17 percent compared to same period last year has come about at a time of stiff industry competition and significant market challenges.

In the third quarter of 2009, Telenor Group’s reported worldwide revenues increase by 4 percent compared to the third quarter of 2008, reaching NOK 24.3 billion. The operating profit increased by 14 percent to NOK 4.5 billion. Telenor’s mobile operations added 4 million subscriptions during the quarter, reaching a total of 172 million.

The Telenor Group is an international provider of high quality tele, data and media communication services with mobile operations in 13 markets across the Nordic region, Central and Eastern Europe and in Asia.

PTA crack down against an illegal operator in Defence Phase-IV Karachi

Pin It Islamabad: Pakistan Telecommunication Authority (PTA) and Federal Investigation Agency launched crack down against an illegal operator in Defence Phase-IV Karachi and arrested the owner red-handed operating illegal system for voice termination.

The illegal system consisted of 2 GSM gateways with 79 operational SIMs. This raid was conducted based on the information obtained through PTA’s facility which detects illegal telecom traffic. The illegal netwrok was closely monitored by PTA Zonal Office Karachi to pinpoint the culprit and location.

Chairman PTA, Dr. Mohammed Yaseen warned all those involved in the illegal telecom business to stop their activities otherwise PTA shall take strict action against them as per the law. He said that loss to the national exchequer through illegal telecom business shall be prevented at all costs.

Free navigation system for mobile phones unveiled by Google..

Pin It WASHINGTON - Google unveiled a free navigation system for mobile phones on Wednesday in a move seen as a potential challenge to the makers of GPS navigation devices.


US telecom carrier Verizon Wireless and US handset maker Motorola announced meanwhile that a new smartphone going on sale in the United States next week, the Droid, would be the first to feature Google Maps Navigation.

The Droid, which will cost 200 dollars after a 100-dollar rebate and is being touted as a challenger to Apple’s popular iPhone, is powered by Android 2.0, Google’s next-generation mobile phone operating system.

Google Maps Navigation will currently only work on smartphones using Android 2.0.

It includes many of the features of a traditional GPS device made by companies such as Garmin and TomTom such as three-dimensional (3D) views and turn-by-turn voice guidance.

The Internet-connected system allows navigation using voice search in English, provides live traffic data, satellite imagery from Google Maps and Google’s “street view” — real pictures of destinations.

Verizon and Motorola said the Droid, which features a Qwerty keyboard, a five-megapixel camera and DVD-quality video capture and playback, will go on sale in the United States on November 6.

Verizon is the latest US telecom carrier or manufacturer to adopt Google’s Android software in a bid to challenge the iPhone and Blackberry from Research in Motion.

Android is already being used to power smartphones from T-Mobile, and US wireless carrier Sprint Nextel and Taiwan’s HTC are also releasing a mobile phone powered by Android.

The Wall Street Journal reported this month that US computer maker Dell is teaming with telecom colossus AT&T, exclusive carrier for the iPhone in the United States, to launch an Android-based smartphone next year.

Technology industry tracker Gartner predicts that Android-based smartphones will capture 14 percent of the global market by the year 2012, as compared with a mere two percent today, according to a report in Computerworld.

New CPE wi-tribe device to be launched

Initially, customers in Pakistan will be able to use the customized CPE to access the wi-tribe network in areas of coverage and plans to launch customized products onto other markets.

Revised Framework for MVNO Service in Pakistan

Pin It Mobile Virtual Network Operator (MVNO) is an operator that does not own any spectrum; instead, MVNOs have commercial arrangements with conventional Mobile Network Operators (MNOs) for provision of mobile communication services to their own
customers.

2. Pakistan Telecommunication Authority allows Mobile Virtual Network Operator
(MVNO) services in Pakistan in the light of clause 6.12 of Cellular Mobile Policy 2004. The
following terms and conditions shall apply to MVNO service operations in Pakistan:

2.1 Only a company registered with SECP (Securities and Exchange Commission of
Pakistan) shall be allowed to provide MVNO services in Pakistan.

2.2 An MNO shall be allowed to make commercial agreements with multiple MVNOs. Similarly an MVNO shall also be allowed to operate/ make commercial agreements with more than one MNO.


2.3 The MNO that makes commercial agreement with a company for MVNO operation in Pakistan shall submit the same to the Authority for approval prior to giving effect to this agreement. After approval of the agreement, the company (interested in becoming an MVNO) shall apply to the Authority for MVNO class license. License application shall include documents as required in Annex-A.


2.4 MVNOs shall not be allowed to install their own network elements (i.e. Radio Access, Transmission, Switching and Network equipments). Further, the agreement once approved by
the Authority shall not be changed by any party without prior approval of the Authority. 2.5 Number allocation to MVNOs would be in accordance with the procedure specified for this purpose and attached as Annex- B

2.6 Quality of Service shall be the sole responsibility of MVNO. Since MVNO shall hold its own brand name and costumer ownership, market its own SIMs, it must ensure that its users receive good quality of service as per benchmarks set by the Authority. MVNO while entering into an agreement with MNO(s) shall look into this aspect and individual responsibilities in this regard should clearly be pronounced in the document.


2.7 MNO(s) shall be responsible for the national security issues. Appropriate clauses will be included in the agreement to ensure efficient resolution of issues related to security.


2.8 As MVNO will hold the ownership of its customers, it will be responsible for making necessary arrangements to facilitate them. The MVNO shall address the complaints of its own users and for this purpose shall establish at least one customer care centre and a 24/7 help line in each city of its operations. The MVNO shall submit its Code of Commercial Practice for approval from the Authority and shall follow the same in true letter and spirit. Similarly, the MVNO shall get its Customer Agreement Form and Contents of the Standard
Contract of Service Document approved from the Authority prior to commencement of its services.

2.10 MVNO shall also be allowed to enter into roaming agreements with other operators on
mutually agreed terms.


2.11 MVNO shall pay regulatory fees and contributions in the same way as applicable on MNOs. Initial License fee for an MVNO will be US $ 5 million or equivalent in Pak Rs.

2.12 MVNO shall be responsible for the conduct / actions of its own costumers and will make sure that they abide by Laws of the Land and Rules/ Regulations promulgated by the Authority from time to time. MVNO shall be responsible for the resolution of billing or other disputes with its own customers


2.13 Once an MVNO commences its services, the MNO shall provide service to MVNO without interruption. Also, the parent MNOs shall not suspend/terminate services to MVNOs under the commercial agreement without prior approval of the Authority. Similarly, MVNO shall not stop provision of services to it costumers without at least a three (3) months notice and prior approval from the Authority.


2.14 The MVNO license shall be issued for an initial period of 10 years. This license shall be extendable for another term/ terms of 10 years subject to mutual agreement between the parties. Further, the MVNO license shall automatically be terminated upon expiry of agreement between MNO and MVNO or upon expiry of parent MNO’s license. If the Authority for any valid reason terminates the license of Parent MNO, license(s) of attached MVNO(s) shall automatically stand terminated.

2.15 This Framework may be reviewed by the Authority from time to time if the Authority deems fit or circumstances require so.




NUMBER ALLOCATION PROCEDURE FOR MOBILE VIRTUAL NETWORK
OPERATOR (MVNO)
Background:
PTA allocates & approves mobile numbering plan for all cellular mobile operators in light of number Allocation & Administration Regulations 2005. This includes the issuance of Mobile Country Codes (MCC), Mobile Network Codes (MNC), National Destination Code (NDC) along with geographic numbers as per ITU-T recommendations. These numbers are issued in the following format:

MCC : Mobile Country Code
MNC : Mobile Network Code
MSIN : Mobile Subscriber Identification Number
IMSI : International Mobile Subscriber Identity
MCC codes are assigned for each country by the Telecommunications Standardization Bureau within ITU-T (TSB). For Pakistan, the assigned
MCC is (410). The MNC is assigned by the PTA e.g. (01) for Mobilink GSM. MSIN is assigned by the network operator.
ALLOCATION PROCEDURE FOR MVNO:
MVNOs will follow the following standard operating procedure (SOP) for the allocation
of numbering resources from PTA:
FOR INTIAL APPLICATION:
1. MVNO shall provide a copy of license issued by PTA.
2. MVNO shall provide a copy of agreement signed with cellular mobile operator to PTA.
GENERAL
1. Cellular Mobile Operators shall reserve pool of numbers for MVNOs and pass on this
information to PTA along with fees if applicable.
2. PTA will allocate numbering block of 5000 numbers against previously allocated NDC
of particular mobile operator to MVNOs against each city/district/location.
3. MVNOs shall submit numbering utilization Performa for requesting additional
numbering block.
4. MVNOs will submit advance annual number charges along with application processing
fee for number allocation as per “Numbering Administration & Allocation Regulations
2005”.
5. An MVNO shall be allowed to have numbers from more than one CMTO provided all
requirements are met with each additional CMTO along with any other requirement
which the regulator may impose.
6. The number allocated to MVNO operators shall be allowed to be ported out to any
other cellular network operator within Pakistan.
7. Mobile Number Portability shall be a joint responsibility of MVNO and its parent MNO
[that actually controls the network infrastructure]. In this regard, both parties shall clearly
define technical arrangements & operational procedures.

Mobile phone operators directed to improve customer service

Pin It LAHORE : The Zonal Director of Pakistan Telecommunication Authority (PTA) Kamran Khan Gandapur has directed the regional heads of all cell phone operators for further improvement of the internal mechanism of their customers service centres to facilitate the customers.

These directives were given by the him on the occasion of his surprise visit to the customers service centres of Cellular Mobile Operators including Mobilink, Warid, Telenor, Ufone and Zong, in Lahore. While talking to the media, Kamran Khan Gandapur said that the best use of resources should be put in place to facilitate the customers for correction of data within short time.

He said that the newly launched service was working smoothly and the efforts made by PTA to solve the problem of incorrect data of mobile users and unauthorised SIMs has brought fruitful results. In response to a question, Zonal Director said that since the launch of this service PTA has received on its system, more than 2.96 million (29.6 Lacs) requests of mobile subscribers seeking their SIM information data through SMS and about 0.86 million (8 lac 60 thousand) through web-link available at PTA website.

He said that in view of problems faced by the mobile subscribers, selected franchises have also been allowed to receive complaints regarding SIM data from mobile users in case SIMs were issued without the knowledge of subscriber. For the convenience of mobile phone subscribers of smaller cities and far-flung areas, PTA has also allowed the selected Franchises to receive the complaints regarding SIM data and they will hand over copy of undertaking to the subscriber. They shall not be allowed to correct/amend the data. This shall only be done by the mobile companies, he concluded.

Zonal Director PTA Punjab and his team members interacted with mobile users present at the CSCs for the correction of their SIMs data. He inquired about the efficacy of new system of 668 introduced by PTA from the customers.

Mobile customers apprised the PTA team about their issues regarding correction of SIMs data. Zonal Director also talked to the Customer Services staff of all the mobile operators and inquired about the procedures they were following to support the customers. Senior representatives of concerned mobile operators were also present at their respective CSCs.

Nokia suing its US rival Apple over the iPhone

Nokia, the world's biggest mobile phone maker, has said that it is suing its US rival Apple for infringing patents on mobile phone technology for the iPhone.

Nokia said it had not been compensated for its technology, and accused Apple of "trying to get a free ride on the back of Nokia's innovation".
The 10 alleged patent infringements involve wireless data, speech coding, security and encryption.
Apple, which did not comment on the news, saw its shares dip slightly,
The breaches applied to all models of the iPhone since its launch in 2007, Nokia added.
'Basic principle'
Finland's Nokia said that it had agreements with about 40 firms - including most mobile phone handset makers - allowing them to use the firm's technology, but that Apple had not signed an agreement.
"The basic principle in the mobile industry is that those companies who contribute in technology development to establish standards create intellectual property, which others then need to compensate for," said Ilkka Rahnasto, vice president of Legal & Intellectual Property at Nokia.
"Apple is also expected to follow this principle."
He added that during the last two decades, Nokia had invested approximately 40bn euros (£36.2bn; $60bn) on research and development.
Earlier this month, Nokia posted its first quarterly loss in a decade amid falling sales.
Analysts said that the poor results had come partly as customers turned from Nokia models to the iPhone and RIM's Blackberry.
Meanwhile, Apple reported profits of $1.67bn (£1bn) in the three months to 26 September - partly due to a 7% growth in iPhone sales.

AGP detects irregularities of Rs 7.75 billion in Telecom Sector

Pin It ISLAMABAD : The Auditor General of Pakistan has detected irregularities,

embezzlements, unauthorised expenditure, non-recoveries and losses, amounting to Rs 7.75 billion in various sections of telecommunication. The AGP, in its report on accounts of this sector for 2008-09, observed that the national exchequer suffered a total loss of Rs 7.247 billion in the NTC; Rs 464.11 million in Special Communication Organisation (SCO) and Rs 8.399 million in Pakistan Telecommunication.

The telecommunication sector, comprises Pakistan Telecommunication Authority (PTA), Frequency Allocation Board (FAB), National Radio Telecommunication Corporation (NRTC), NTC and SCO. The AGO conducted audit on test check basis, and observed irregularities of Rs 3,879 million. The report says that the PTA management has not settled the issue of pay and allowances and other fringe benefits to its employees since 2004.

As a result, irregular payments were made on account of pay and allowances, honorarium, cash reward, leave encashment and foreign TA/DA, amounting to Rs 69.669 million, although the pay package was approved and rules were quite clear about the grant of these benefits, the report reveals.

The report says that "receivables" remained a weak area, which resulted in non-recovery of huge amount of Rs 1,008 million from variious telecom/mobile operators "The PTA incurred irregular expenditure on purchase of vehicles and laptops worth Rs 13.979 million.

"The instances of misappropriation and misuse of public money, totalling Rs 82.307 million, showing the inability of the management to avert losses," the report says. The report laments that the FAB prepares only its "Receipt and Expenditure Account," which does not reflect the status of its liabilities and assets.

"It made irregular payments on account of pay and allowances, leave encashment and house rent allowance, despite the approval of its pay package. The foreign TA/DA worth Rs 25.595 million was also paid without the approval of the Finance Division. The FAB also incurred irregular expenditure on purchase of vehicles worth Rs 1.628 million," says the report.

The NRTC management also incurred irregular expenditure on purchase of vehicles worth Rs 2.617 million. The report says that it was not adhering to the Public Procurement Rules, which resulted in irregular procurements worth Rs 7.187 million. The report further says that the government exchequer sustained a huge loss due to non-deduction of income tax and sales tax worth Rs 1.089 million.

According to report, the NTC incurred irregular expenditure of Rs 18.925 million in violation of the Public Procurement Rules. "Stores, amounting to Rs 39.668 million, were purchased un-necessarily, resulting in blockage of public money. "It could not recover an amount of Rs 20.532 million from different agencies and made irregular payments on account of cash reward worth Rs 8.987 million without obtaining approval of Finance Division."

The report says that the SCO management made unauthorised re-appropriation of funds of Rs 1,100 million without the approval of the Finance Division. The AGP recommended that the management of these organisations was sensitised with the importance of effective internal control systems.

The AGP recommends that the Principal Accounting Officers and management of these organisations should exercise due diligence and adherence to Generally Accepted Accounting Principles (GAAP) and International Financial Reporting Standards (IFRS) while maintaining the books of accounts. It recommends that the organisations should ensure observance of the rules and regulations and introduce effective systems of stores and inventory management.

Mobile Users Seeking Their SIMs Data Through "SIM Information System 668"

Pin It Islamabad: “Since the launch of “SIM Information System – 668”, more than 1.8 million (18 lacs) mobile subscribers have sought their SIM(s) data while 10% of them have visited Customer Services Centers (CSC) of mobile operators for the correction of their data.

For the convenience of mobile phone subscribers of smaller cities and far-flung areas, PTA has also allowed the selected Franchises to only receive the complaints regarding SIM data and they will handover copy of undertaking to the subscriber. They shall not be allowed to correct/amend the data. This shall only be done by mobile company”. This was said by Chairman Pakistan Telecommunication Authority (PTA), Dr. Mohammed Yaseen during his visits to CSCs of five mobile operators in the federal capital today.

Chairman PTA visited CSCs of mobile operators including Mobilink, Ufone, Telenor, Warid and Zong. During his visits, the Chairman interacted with mobile users present at the CSCs for the correction of their SIMs data. He enquired about the new system from the customers. Mobile customers apprised him about their issues regarding correction of SIMs data. He also talked to the Customer Services staff of all these operators and enquired about the procedures they were following to support the customers. Senior representatives of concerned mobile operators were also present at their respective CSCs.

He said that during the clearance of mobile subscriber’s data so far, 12.9 million unverified SIMs have been blocked throughout the country. It may be noted that PTA has recently introduced the “SIM Information System - 668” which has enabled the mobile subscribers to know the total number of SIMs issued against their names with each mobile operator by sending their CNIC number to 668. PTA has also prepared a web-link on its website www.pta.gov.pk. Any subscriber from within or outside the country can also know number of SIMs issued against his/her CNIC through this link. Up-till now 200,000 Pakistanis from different countries have sought information through this link.

PTA has advised the mobile operator to visit CSC to get their SIM data Corrected

Pin It ISLAMABAD: Pakistan Telecommunication Authority (PTA) has advised the mobile phone subscribers to visit


Customers Services Centre (CSC) of concerned mobile operator and get their SIM(s) data corrected. The PTA has also requested the subscribers’ cooperation in streamlining of the SIMs data.

The PTA has recently introduced a new service named “SIM Information System - 668” to enable the mobile subscribers to know the total number of the SIMs issued against their names with each mobile operator by sending their CNIC number to 668. It has been observed that mobile users after getting information through this service contact the operator’s help-line service to know the details of those numbers, which have been issued against their CNIC without their knowledge. The PTA has stated that the users may visit the CSC of concerned mobile operator to resolve this issue. In order to get the data corrected, for further action, mobile users would personally visit the CSC of the concerned operator and fill an undertaking by listing all the SIMs/numbers in their use and would get the unwanted numbers withdrawn from their names. The CSC should return a copy of this undertaking to the customer.

The PTA had now made it compulsory for all mobile users to have their SIMs registered in their names. The unauthorized SIM owners have been advised to register the SIM in their names within seven days of notification from concerned Customer Services Center otherwise their calling facility would be stopped after thirteen days and the SIM would be completely blocked after seventeen days of that notice. It was pertinent to mention that data currently available is updated till Jan 31 2009, which should be updated with regular intervals.

The PTA had launched this service to facilitate the mobile users and secure their data. The authority had said that without the cooperation of mobile subscribers the benefits of this service could not be achieved at desired levels. The PTA was aware of the fact that there was limited number of CSCs and unavailability of CSCs in some cities and towns therefore a lot of rush is expected. The service would be expanded to more cities and towns in the subsequent phases, after devising appropriate methods, in consultation with mobile companies.
