Pin It SHANGHAI (December 30 2009): China is a vital market for Microsoft's Web search business, as it chases leaders Baidu Inc and Google in the world's biggest Internet market, the world's largest software maker said. Since launching its English-language Bing search site in June, Microsoft has been gaining steady share in the United States, with 10.3 percent in November versus 17.5 percent for Yahoo and 65.6 percent for dominant player Google, according to comScore.

Microsoft hopes to get off to a similar fast start with its Chinese-language Bing site, which is still in its beta phase following a low-key launch in June. "Microsoft is committed to the China market and the search market in China is the most important strategic market for Microsoft," the company said on Tuesday in emailed responses to questions from Reuters. China's Internet market is a hot spot for global search companies looking to expand overseas, but localisation issues and tough domestic competition have made it tough to crack for global titans such as Yahoo, eBay and Amazon.

PTA Issues Quality of Service (QoS) Parameters for Improving Fixed Broadband and Cellular Data Services

Pin It Pakistan Telecommunications Authority (PTA) has formulated two sets of Key Performance Indicators (KPI’s) to improve and monitor the Quality of Service (QoS) of “Fixed Broadband” and “GPRS/EDGE” networks.

The objective of introducing these KPIs is to create transparency and set monitor-able standards in fixed broadband and GPRS/EDGE services hence ensuring consumers’ satisfaction. Extensive consultations with the relevant operators and stakeholders were carried out for the development of these QoS parameters. The KPIs were finalized after discussing the varying views in detail with all concerned bodies which were incorporated in the final version. The document has also been made available on PTA’s website (www.pta.gov.pk).

The KPIs have been developed through keeping in view their Applicability, Possibility of End-to-End testing (non-intrusive for network under test), Ease of measurement, Ease of understanding for a field testing person, similar treatment of rural and urban regions in terms of service offerings and a push for future improvement in wireless broadband networking. The KPIs’ suite envelops parameters like Network Availability, Service availability, link speed, retainability, bandwidth, contention ratio, round trip time, tariff comparison, customer service complaints, billing complaints and service provisioning complaints, as appropriate.

It may be mentioned that GPRS (General Packet Radio service) and EDGE (Enhanced Data rate for GSM Evolution) are GSM wireless packet data transfer standards commonly referred to as 2.5G and 2.75G respectively. Using these networks; services like internet connectivity, Push-based email solutions with attachment facility, Pull-based services, instant Messenger etc are being offered to help in accessing personal or official information while roaming locally or globally. Better GPRS/EDGE networks are also necessary for introduction of more innovative Value Added Services (VAS) in future.

PTA has been striving to serve the telecom and ICT sector of Pakistan for its growth and development through different initiatives. Introduction of KPI’s for Broadband Services is an effort to achieve PTA’s vision of “Protecting Consumer Interest and ensuring high Quality ICT services”.

PTA Carries Out Exit Drill of its Employees

Pin It Islamabad: Following the directive of Cabinet Division, Pakistan Telecommunication Authority (PTA) carried out a successful and well coordinated exit drill of its employees today at PTA, Headquarters. It was done in coordination/consultation with District Administration and other related departments.

Instructions regarding safe escape routes and other measures to be taken at the time of drill were already communicated to the occupants of the building i.e. PTA employees. Alarms were fixed at all the floors and were made functional to carry out the drill. All the staff/officers present in the building were evacuated safely and fire fighting exercise was carried out after the complete evacuation of the premises.

Chairman PTA, Dr. Mohammed Yaseen supervised the whole practice and showed his satisfaction on the arrangements made by the concerned officials.

It maybe noted that in view of prevailing law and order situation of the country, the Cabinet Division had issued a notification to all Regulatory Authorities, including PTA, to carryout such rehearsals so that in case of any emergency safe evacuation of employees may be ensured by following foolproof strategy.

China Mobile vice chairman Zhang Chunjiang is under investigation

under investigation for breach of rules. "Zhang Chunjiang, for personal reasons, has been involved in serious breach of rules," China Mobile said in a statement, without elaborating on the nature of the alleged violation. "At the moment the matter is being investigated by relevant departments," the statement said.

Zhang is both vice chairman and an executive director of China Mobile, having joined the company's board in 2008. His past posts include a number of high positions at China Netcom, a former leading fixed-line telecoms provider in China that got merged this year with China Unicom under a broad industry restructuring.

PTCL is denying the rights of private Internet Service Providers (ISPs)

ISLAMABAD: The Pakistan Telecommunication Company Ltd (PTCL) is denying the rights of private Internet Service Providers (ISPs) to install broadband DSL connections to their customers using PTCL’s copper line network.

ISP Association of Pakistan (ISPAK) stated this during a press statement on Tuesday. ISPAK stated that for the last five days, PTCL has not been connecting ISP customers’ DSL connections on the pretext that it was making the provisioning system automated. This move has left hundreds of new customers without a broadband connection across the country for the last many days.

ISPAK stated that under the agreement and standard operating procedure, PTCL has to connect a new connection within 48 hours, but PTCL has been denying the rights of ISPs. Insiders tell that since PTCL is operating its own retail broadband DSL services and wants to attract the customers to its own network, it is creating delays in connections of its competitor ISPs. ISPs and PTCL have a history of bitter relations with formers accusing the only fixed line operator to adopt strong-arm tactics, anti-competitive behaviour, and predatory pricing. staff report

Rashid Khan dropped a strong hint on the launch of 4G (LT) Technology in Pakistan

Pin It Islamabad – Mobilink President Rashid Khan Thursday dropped a strong hint on the launch of 4G (LT) Technology in Pakistan in the near future saying that the country’s market could have a leapfrog to accept the new technology. “Yes, there has been a discussion about the launch of 3G technology in the country for some time. However, like some other countries, we can also go for 4G technology and we are in talks with the government in this regard,” he told APP in an exclusive panel interview.

Khan brushed aside the impression that some cell phone companies had cartelized in blocking the launch of 3G technology in Pakistan, saying the telecom operators were in consultation with the IT ministry and PTA for the advent of new technology.

“The decision has to be taken by the government and we would follow its directions,” he added. Rashid Khan welcomed the government initiative for cut in taxes on telecom sector, saying these had helped the telecom sector boost its revenues a lot.

He said Mobilink has mad US$2.5 billion investment sin the upgrading of its communication infrastructure and other sectors in the country. “Only this year, Mobilink invested $150 million in Pakistan. Today, we have around 8000 cell sites across country – the biggest number by any operator in the country. We have more than 2000 touch points which is the maximum number by any operator,” remarked Khan.

Rashid Khan said his company was focusing on launching value-added services for the next fiscal year. “We are set to launch Mobile Commerce (M Commerce) under which we would introduce the concept of Branchless Banking. The would enable the consumers to have the experience of paying utility bills, opening and usage of bank accounts through cell phones, and national and international remittances,” he added. He said his company was mulling on the provision of total telecom solutions through cell phones. “We are now shifting our focus on broadband services and already this service has been introduced at Karachi with brand name “Infinity”. We have the required infrastructure including fibre link and submarine cable. Orascom is helping us in this regard,” he added. He said his company has the vision of convergence of all services and in future, it would provide all services including broadband, TV cable, etc. “Still Mobilink is the market leader and we are gaining the maximum market share.

online facility for overseas Pakistanis to get their SIMs data regularised by PTA

Pin It ISLAMABAD): Pakistan Telecommunication Authority (PTA) has introduced an online facility for overseas Pakistanis to get their SIMs data regularised or to block the extra SIMs/connections issued against their Computerised National Identity Card (CNIC), says a press release issued by PTA here on Thursday.

This automated facility has been made available on the websites of PTA and all cellular mobile operators. Since the successful launch of "SIM Information System 668" more than 12.6 million mobile subscribers have sought their SIM information through this system, of which 9.2 million queries were received through SMS whereas 3.4 million through PTA's SIM Information System.

An analysis revealed that around 60 percent of the total web queries were being made by the Pakistani community living abroad. Written requests of overseas Pakistanis have also being received to facilitate them in lodging their complaints and getting extra SIMs issued against their CNICs be removed. Third Party Mobile Banking Regulations: PTA, SBP likely to finalise draft in a month

ISLAMABAD : Pakistan Telecommunication Authority (PTA) and State Bank of Pakistan (SBP) are likely to finalise draft of the "Third Party Mobile Banking Regulations" within a month. This was stated by PTA Chairman Dr Muhammad Yaseen, while addressing a joint press conference with Head of Sub-region Gulf and Pakistan Nokia Siemens Network Waqar-ul-Islam, while introducing the 2009 Connectivity Scorecard here on Wednesday.

"The PTA is closely working with the SBP on the draft of the "Third Party Mobile Banking Regulations," which will connect all banks in the country with the cellular mobile operators for mobile transaction," said the PTA Chairman.

He said that the primary objective of these collaborations was to develop a unified regulatory framework to facilitate the telecom customers and banking sector, since the mobile banking involved both financial institutes and mobile phone operators.

Dr Yaseen said that currently Pakistan had overall 63 percent teledensity, while it had great potential for broadband proliferation. "At present, there are around 0.5 million broadband subscribers across the country," he said. Responding to a question about 3G Services, he said that the Ministry of Information Technology and Telecom (MoIT & T) was working on the policy for issuing 3G licences. The PTA had completed groundwork and would initiate the licencing process soon after it received policy from the ministry, he said.

Commenting on the study "Connectivity Scorecard 2009" commissioned by Nokia Siemens Networks and written by Professor Waverman, fellow of the London Business School and the consulting group LECG, Dr Yaseen said that it was always important to have a reference to measure the growth, performance and to enhance the working strategies of any sector.

Syed Waqarul Islam claimed that the gross domestic product (GDP) would grow by six percent if the Information Communications Technologies (ICT) grew by 10 percent. He said the Connectivity Scorecard 2009, measured the extent to which the governments, businesses and consumers in 50 countries made use of connectivity technologies to enhance economic and social prosperity.

He said the results showed that even the best-connected countries in the world had no reason for complacency when it came to use of the Information Communication Technologies (ICT). "At present, when the governments around the world are looking to boost their economies with a variety of stimulus packages, the Connectivity Scorecard shows that everyone of them, even the most developed, has plenty of room to develop the ICT infrastructure and improve its actual use to develop economy and society," he added.

"Communication networks are of 21st century and these networks are very large construction programmes. There is great potential for them in using the ICT to encourage growth," he said. The Connectivity Scorecard was unique in broadening the definition of connectivity to include not just infrastructure, but also how effectively that infrastructure was being used, he said, adding that this "useful connectivity" measure illuminated the extent to which the countries were harnessing the potential of the ICT.

"The concept of useful connectivity was a reminder that the technology alone will not solve economic or social problems, rather it is a tool that could be used to achieve those aims. Judiciously applied that tool could be extremely powerful and the Connectivity Scorecard acts as an important guide to where and how the countries might apply it to achieve the desired results," said Waqar.

He said the rankings were determined by the measurement of each country by using two criteria - infrastructure and usage skills - in the realms of business and government. Low scores reflected gaps in a country's infrastructure, usage of skills or both, he said.

For each of the six components of the Scorecard, the countries were benchmarked against the best in class in their tier; thus if a country was best in all dimensions, it would score a maximum of 10. The Scorecard, therefore, measured the countries against the best ICT usage that currently existed rather than an ideal model, he said.

Speaking on the occasion, Saad Waraich, Afghanistan and Pakistan Country Director, said that the Nokia Siemens Networks had commissioned the study, which was the first of its kind to rank the countries not only on their deployment of the ICT infrastructure, but also on the extent to which people, governments and businesses put this infrastructure to economically productive use.

Integration of technology into education will enhance the teaching and learning skills, he added. Juman said that Intel Education has provided opportunities to the poor students to reach the level of learning, which the nation needed but they could not afford.

"Teachers play a significant role in our society and the Intel Education awards are held with this in mind," said Ashar H Zaidi, Country Manager, Intel Pakistan. "The program inspires teachers to revisit their views on how ICT can be used in education, and encourages them to use technology to enhance the learning skills of their students.

He further said that the Intel Education awards are held annually in Pakistan in conjunction with the implementation of the Intel Teach programme, which provides professional development and guidance to teachers on how to use technology to enhance student learning in the digital world. The new arrival is GPS enabled and pre-loaded with Nokia Maps, making it the most affordable GPS device in Nokia's broad portfolio. It will be available in the second quarter of 2010.

Mobile phone navigation has just changed forever with the announcement of the Nokia 2710 Navigation Edition. With Nokia Maps pre-loaded, along with local maps for the region it’s on sale in, this is the most affordable navigation device ever to come out of Nokia. With an estimated retail price starting at €110 navigation has never been so affordable.

This device is aimed at the developing world, but that isn’t to say it won’t be making an appearance in the developed world either. Thanks to the on board GPS and digital compass, this device is as at home in the city as it is in the country. On board maps are accompanied by turn-by-turn driving navigation with full voice guidance. Mobilink indigo offers you a range of highly competitive postpaid packages offering great value for your money. These include packages for more SMS-savvy individuals, while also offering more high-end packages which provide a combination of bulk free minutes, free data offering and the best call rates in the industry.

Moving another step ahead to provide value and convenience to our indigo customers and to make our packages unmatched, we are happy to announce the launch of voice and SMS bundles – iTalk and iSMS – designed to suit the communication needs of our valued customers.


iTALK- Weekend and Late Night Voice Bundle:

Mobilink indigo offers you the iTalk voice bundle tailored to suit your late night and weekend communication needs.

* Minutes will be available for all calls to Mobilink between 12am to 7am every night and 24 hours on Sunday


Terms & Conditions

•1,000 minutes will be available to call all Mobilink numbers from
•12am to 7am every night
•24 hours on Sunday

•The iTalk minutes will have priority over the built-in free minutes with each package
•For example if a customer has both free minutes and bundle minutes available and he makes a call on Sunday or during late night (between 12am to 7am), his bundle minutes will be consumed first. If bundle minutes are finished, then free minutes in the postpaid package will be utilized (if available).

•The iTalk bundle can be subscribed by calling to 111 (Club indigo members can subscribe to the bundle by calling their respective Corporate Account Managers)
•The bundle will be activated within 3 hours of subscription request
•Once subscribed, the bundle will be automatically available every month to the customers. The bundles can be unsubscribed by calling at 111.

•Bundle minutes will be valid for one month starting from the bill date. In case a bundle is subscribed or unsubscribed in the middle of a month, both the charges and free minutes will be pro-rated according to number of days.
• If a bundle is subscribed or unsubscribed 15 days before the bill date, the customer will be charged Rs 100 for half month and 500 minutes will be available for consumption during late nights and Sunday
Note:Calls to premium numbers and IVR will not be included in bundled minutes



iSMS- SMS bundles for any network, any day

Mobilink indigo offers three amazing SMS bundles designed to offer highly economical SMS solution to our customers. These bundles will be available for all mobile networks (inland), 24 hours a day for the entire month. The offer includes:


* Fair use policy applies (6,000 SMS per month)


Terms & Conditions
•The bundles will be applicable for all networks, anytime during the month
•12am to 7am every night
•24 hours on Sunday

•The iSMS bundle can be subscribed by calling to 111 (Club indigo members can subscribe to the bundles by calling their respective CAMs)
•The bundle will be activated within 3 hours of subscription request
•Once subscribed, the bundle will be automatically available every month to the customers. The bundles can be unsubscribed by calling at 111.

•Bundle SMS will be valid for one month starting from the bill date. In case a bundle is subscribed or unsubscribed in the middle of a month (according to bill date), the bundles will NOT be prorated and full charges will apply along with the complete number of SMS.
• For example, if a bundle iSMS-1 is subscribed 15 days before the bill date, the customer will be charged full Rs 30 and 300 SMS will be available for consumption till the bill date.
•Similarly, if a bundle iSMS-1 is unsubscribed 10 days before the bill date, full charges of Rs 30 will apply
•The customer can subscribe to only one iSMS bundle at a time. To change an iSMS bundle, the previous bundle will expire immediately and full charges of both bundles will apply in that month.

Note: Premium SMS will not be included in bundled SMS
