PTA has directed all cellular mobile operators to ensure quality during EID

Pin It Islamabad: Pakistan Telecommunication Authority (PTA) has directed all cellular mobile operators of Pakistan to ensure quality of their services during Eid and other such occasions and inform their subscribers adequately about withdrawal of any packages and bundle offers prior to their suspension. PTA issued these directions in a meeting with all mobile operators held at PTA Headquarters.
Operators were asked to ensure inclusion of adequate information in media campaign with regard to validity period of the SMS bundle package offer along with operator’s discretion to withdraw the said offer. It was directed that the operators shall intimate the Authority well in advance whether the SMS bundle package has been withdrawn during the occasions such as Eids/New years etc. Operators shall also ensure provisioning of quality of services to their subscribers during the period of upcoming Eid-ul-Azha.
It may be mentioned that value-added services offered by mobile operators such as SMS are un-regulated services in terms of pricing and validity. Further, the bundled packages are optional services offered by the operators which require consumers to opt-in and agreeing to the terms and conditions offered by the operators. Since SMS bundle packages are not mandatory packages, PTA is only regulating quality of services whereby the operators are required to conform to the quality parameters as per the license terms and conditions.
It was also observed that on the occasion of Eid ul Fitr some of mobile operators had blocked their SMS bundle offer packages without prior notice to the subscribers and the PTA. In this connection, PTA received several complaints from mobile subscribers against those operators who had withdrawn their SMS bundle packages silently. This matter was also highlighted in the media. PTA took strict notice of the situation and wrote to all mobile operators demanding their explanations. Now, PTA arranged this meeting with mobile operators to discuss the same issue before the forthcoming event of Eid and issued necessary instructions so that the practice should not be repeated by the operators.

Pin It PESHAWAR (November 24 2009): The Inspector General of Police NWFP, Malik Naveed Khan has once again urged the mobile phone customers to verify the ownership of their SIM cards as soon as possible for their safety and in the larger interest of the country. In a statement issued from Central Police Offices Peshawar here on Monday, the IGP revealed that according to an estimate, mobile phones are used in 90 percent terrorist activities taking place in the country.

The main reason for that, he continued is that consumers are issued Sim cards without any verification, which poses serious threats not only to the law and order but also to the mobile customers. The IGP appealed to the general public to get their Sim ownership details verified in different mobile companies centres at the earliest, and demonstrate patriotism by extending needed help to the police.

Likewise, the IGP called upon the representatives of the mobile companies to effectively streamline the issuing of new Sim cards to the consumers in the larger interest of the country, and stressed that no one be issued connection without national identity card and Nadra verification. They were further asked to make the dealers responsible and answerable for any violation, and also run advertisement campaign for the purpose through print and electronic media.

LAHORE (November 23 2009): Vice President Ufone Naveed Butt has said that Pakistan has the lowest call rates in the world.He said that companies should create customer value. He was delivering a lecture on Telco Blood Bath at LUMS Colloquium 2009 on Sunday. He also said that companies should adopt the policy of simplicity. He said that companies should focus on customer value.

He said the mobile companies suffer a lot due to the electricity crisis because they have to use diesel to run the machinery to operate mobile towers, which is increasing the cost. He said that despite the recession in the world the cost of mobile calls is decreasing because of the competition between mobile companies.

He said that in the year 2000 the rupee parity to dollar was Rs 60- to one while the mobile call rate was Rs 6 per minute and in 2009 the rupee parity to dollar is Rs 80- to one and the price of call is Re 1 per minute. He said that in these circumstances mobile companies were facing tough time for their survival. He said that mobile companies cover more than 75 percent area of Pakistan except few areas of Balochistan. He also said that competition doesn't mean that one company tries to destroy another company.

CEO Naseeb Networks and Roozee.Pk Moonis Rehman said that advertising on internet is growing gradually and demand of online advertisement is going to be doubled every year. He also said that internet is a very powerful medium now-a-days.

CEO BRAMERZ Amer Sarfaraz said that the plus point of advertisement on internet is that you can track your advertisement on net and know that how advertisement was seen by how many people. Telecom sector of Pakistan has shown 20 percent growth

Pin It KARACHI: Telecom sector of Pakistan has shown 20 percent growth in its revenues by generating Rs 327.8 billion total revenues in fiscal year 2008-09 while the government collected Rs 112 billion in the form of taxes from the sector.

According to the Annual Report for year 2008-09 issued by Pakistan Telecommunication Authority (PTA), teledensity of Pakistan stood at 62 percent showing a growth rate of 5.4 percent hence sustaining positive growth trends in the sector. The PTA report further says that the reported period telecom sector continued to grow positively in terms of subscription, revenues and teledensity. It managed to attract $ 815 million Foreign Direct Investment (FDI) in 2008-09. However, as most of the operators are foreign-based, the pessimistic outlook of global economy compelled the telecom operators to curtail the infrastructure expansion plans, nevertheless total investments in the sector stood at $1.7 billion.

During the current year, the sector contributed a total of Rs 112 billion to national exchequer in the form of taxes whereas telecom imports also grew by 20 percent and reached $1.6 billion.

The mobile penetration reached 58.2 percent and total mobile subscribers reached 94.3 million with more than 90 percent of the country having access to mobile services. The trend in subscription remained tilted towards prepaid subscription with 98 percent prepaid subscriptions whereas only 2 percent subscribers are postpaid. Although the financial strength of mobile segment remained invariably still, the cellular revenues grew by 16 percent and stood at Rs 212 billion at the end of 2008-09. The mobile investments dropped by 48 percent and reached $1.2 billion in the reported year. The industry ARPU stands at $2.48 showing a drop of 20 percent from last year.

Major milestones achieved by PTA for mobile sector includes taking up the responsibility to convince the government of Pakistan to facilitate the sector by brining down the tax rates on telecom industry which resulted in reduction in the rate of GST from 21 percent to 19.5 percent, in addition to bringing down the activation tax by 50 percent while reducing the import duty on mobile handsets by 66 percent by cutting it down from Rs 750 to Rs 250 in budget 2008-09. During 2008-09, basic services (LL, WLL & LDI) showed a healthy revenue growth rate of 26 percent, contributing Rs 113 billion to the sector revenue which is around 34 percent of the total telecom sector revenue, however with the declining trend, fixed line teledensity reached 2.2 percent with a total of 3.5 million fixed-line subscribers in the country.

Wireless local loop (WLL) has been able to sustain positive growth by winning the trust of customers. The WLL teledensity stands at 1.6 percent with 2.65 million subscribers across Pakistan. Long Distance & International (LDI) operators have been in quandary for last few years due to high settlement rates and alarmingly high grey/illegal telecom traffic.

PTA took notice of the situation and initiated a number of steps in close coordination with LDI stakeholders. As a result, LDI sector experienced exceptional growth, reduction in illegal traffic and improved call rates. Currently, there are 09 companies providing LDI services via 163 Points of Presence (POP’s) all across Pakistan.

Proliferation of Broadband was experienced in the past two years. Broadband subscriber base grew by 146 percent adding 245,727 subscribers during 2008-09. There are currently 413,809 Broadband subscribers in Pakistan as compared to 168,082 in 2008. As Broadband is still in its infancy stage in Pakistan, therefore, penetration level is relatively low i.e. 0.26 percent. Broadband connection charges for 1 Mbps connection dropped below Rs 1000 for the first time in history, which is an unusual incentive for new broadband customers.

Telecom sector showed growth in areas of Azad Jamu & Kashmir and Northern Areas of Pakistan (AJK & NAs) also as by the end of fiscal year 2008-09, total teledensity of AJK & NAs stands at 39.9 percent up from 33.1 percent last year.

Almost 82 percent population of the AJK & NAs is covered with mobile services. Today more than 270 cities/villages and towns have network coverage of all six operators in the region.

PTA has also completed licensing of WLL (Wireless Local Loops) services in AJK & NAs and has auctioned spectrum in 3 telecom regions. It is expected that WLL will be a successful service in AJK and NAs due to cheaper rates and easy availability. With the current global and local political and financial situation, the telecom sector had to face tough challenges in the current year. However, being a Regulator, PTA has worked diligently for the betterment of the sector so that consumers, investors and government can all be benefited from it. Due to the reforms in the sector carried out by the Government and effective regulatory interventions of PTA, signs of recovery can be seen and it is expected that during the ongoing financial year the telecom sector would perform well and stand up to the expectations of all.

Keeping in view the vision of the present government of Pakistan, PTA worked for the betterment of the people of nation at large and for national security. This year PTA decided to work on following four focus areas namely Consumer Protection, Promoting ICTs, Promoting Competition and Ensuring National Security in addition to routine regulatory activities.

During the year 2008-09, PTA donated Rs 201 million (20 Crore 10 Lac Rupees) to the “Prime Minister’s Special Fund for the Victims of Terrorism”, established for the welfare and rehabilitation of Internally Displaced Person’s (IDPs). Additionally, PTA in collaboration with mobile operators, through SMS service, contributed Rs 5.67 million to Prime Minister’s Special Fund for Victims of Terrorism and Chief Minister Punjab’s Special Fund for IDP’s. PTA employees also contributed their one-day salary to the relief fund for earthquake victims of Balochistan.

In order to safeguard consumer interest and tackle their grievances, PTA launched a comprehensive complaint handling mechanism on 24th July 2009. Consumer Protection Department at PTA has received and redressed more than 80,000 individual consumer complaints since its establishment. PTA issued Consumer Protection Regulations, Anti-SPAMs Regulations to control the obnoxious and unsolicited calls and Subscribers verification Regulations. In order to encourage dialogue and input from all stakeholders, PTA arranged a public forum in Karachi on 7th August, 2009 and similar events are also in the pipeline for other cities. The second most important focus area of work for PTA was the promotion of ICT’s in Pakistan where the Authority intended to devise an effective mechanism to introduce emerging information & communication technologies, and extensive proliferation of broadband services in Pakistan. In this regard, a number of steps have been taken during the year including the establishment of regulatory platform for Government and the stakeholder’s interaction to identify core areas and develop guidelines for different ICT issues.

In order to promote competition, PTA took number of steps during the reported year including Reviews of Access Promotion Charges, pricing policies of mobile operators, interconnection guidelines, PTCL RIO etc. In addition to this, a number of surveys were carried out to check the quality of different telecom services. PTA finalized a revenue sharing agreement between ISP’s and PTCL for providing free Dialup Internet services in Pakistan. It issued directives to mobile operators for proper advertisement of Government taxes and services charges on telecom services. The deteriorating security situation in Pakistan pushed the regulator to take some major precautionary steps in order to assist Government of Pakistan in curbing the security threats. Approval of equal treatment to both fixed line and cellular operators

ISLAMABAD (November 19 2009): To provide level playing field to private sector in the telecom sector, the Federal Cabinet has accorded approval for equal treatment to both fixed line and cellular operators.
The Cabinet meeting, chaired by Prime Minister Syed Yousuf Raza Gilani on Wednesday, directed the Ministry of Information Technology to submit a proposal to the Prime Minister for the decision regarding funds utilisation.

The cell companies, like fixed line operators, will now contribute after the Cabinet approval 0.5 of their gross revenue for research and development fund. The Cabinet directed the Ministry of Women Development to ensure that its actions for women's welfare and empowerment are pursued on fast track basis.

The ministry gave a presentation to the Cabinet on its activities and plans, and highlighted the broad range of achievements under the democratic government, development projects for women's empowerment, fiscal and legal reforms, as well as policies and future plans.

The Cabinet was informed that the primary objective of the ministry is to bring about improvement and change in the lives of women population of Pakistan through gender mainstreaming, good governance and elimination of all forms of discrimination against women and to reduce the vulnerabilities of women by changing the mindset of the society through advocacy, awareness, education and gender balanced policies and programmes.

The meeting was informed that from January 21 to October 20, 2009, the Cabinet held 20 meetings in which 167 decisions were made, out of which 130 had so far been implemented, while 37 were under-implementation. The Prime Minister directed all the committees and the ministries to ensure implementation of all the decisions of the Cabinet and submit their reports at the earliest.

It was observed that all the ministries and organisations of the government were engaged in developmental and welfare activities, which were not reported and disseminated to the general public - the target beneficiary. The Cabinet, therefore, decided that public outreach exercise must be carried out to share the government activities and initiatives with the general public through press and media.

The Cabinet also took notice of the complaints regarding paddy procurement, and decided to constitute a high level committee, under the chairmanship of the Prime Minister, to review the implementation status. In the meantime, the Prime Minister directed all concerned to ensure compliance of the previous Cabinet decision regarding paddy procurement.

The Cabinet granted ex-post facto approval of various memorandums of understanding (MoUs) signed by Pakistan with China for water resource management, implementation of Kohala hydropower project and technical co-operation. While granting ex-post facto approval to the signing of MoU with the government of the UAE on child camel jockeys, including facilitation in location of child jockeys and Abu Dhabi declaration, the Prime Minister constituted a committee to look into the matters concerning compensation to the affectees.

The committee will include Ministers for Overseas Pakistanis, Interior, Law and Justice, Human Rights as well as Special Assistant to the Prime Minister on Social Sector. The Cabinet approved initiation of negotiations for memorandum of co-operation between Corporation for Export Development and Promotion (KAZANEX) JSC and Trade Development Authority of Pakistan.

The memorandum is aimed at establishing a mechanism to improve competitiveness of the businesses and provide a platform for the companies of Pakistan and Kazakhstan to develop close trade relations and to increase the volume of bilateral trade, investment and technology transfer.

The Cabinet also ratified the decisions of the ECC meetings held on October 27, 2009 as well as the trade agreement between Pakistan and Yemen. It also granted approval for initiating negotiations on the draft agreement on promotion and protection of investment with Zimbabwe and for defence co-operation with Australia.

The Cabinet accorded approval to start negotiations for new bilateral investment treaty between Pakistan and Germany. It may be recalled that the first bilateral investment treaty was signed between Pakistan and Germany after Second World War on November 25, 1959, which needs to be redrafted to take into account the current requirements and environment.

The Cabinet granted permission to start negotiations with the Hashemite Kingdom of Jordon and Sultanate of Oman for entering into agreements on co-operation in the field of vocational training. The agreements aim at co-operating and exchanging expertise, legislation, studies, training programmes, etc, which will help train and upgrade vocational trainers and young people to integrate effectively in the labour market.

The Cabinet constituted a committee to further look into the details of the draft legislation, called "Small and Medium Enterprises Development Bill 2009" and to resubmit it to the Cabinet for approval. The members of the committee included the Ministers for Industries and Production, Law and Justice as well as Finance.

(PTA) and State Bank of Pakistan have agreed to formulate “Third Party Mobile Banking Regulations”

Islamabad: Pakistan Telecommunication Authority (PTA) and State Bank of Pakistan (SBP) have agreed to formulate “Third Party Mobile Banking Regulations”.

A significant development in this respect incurred today when Chairman PTA Dr. Mohammed Yaseen met Governor SBP Syed Salim Raza at State Bank of Pakistan, Karachi. Heads of the two regulators discussed the proposed Regulations originally drafted by PTA and announced a “Joint Regulatory Committee” consisting of officials from the State Bank and PTA which will work on the draft regulations, finalizing its suggestions and recommendations within three months timeframe.

The draft of the Regulations addresses the ongoing debate over different models of providing mobile banking services which include ‘Telecom-led model’ and ‘Bank-led model. The proposed “Third Party Mobile Banking Regulations” offer an intermediary model for opting the mobile banking services taking in account the concern and responsibilities of both financial institutes and mobile operators.

During the discussion, Chairman PTA said that the mobile phone communication sector has shown an enormous growth in Pakistan; thus creating striking opportunities for service providers and consumers to utilize mobile networks for carrying out various daily life tasks such as financial transactions. He also highlighted salient features of draft regulations including operators’ obligations, arrangements between operators and financial institutes and Dispute Settlement Mechanism. PTA has been thoroughly working with State Bank on drafting a sound regulatory framework in order to facilitate potential stakeholders interested in introducing true mobile banking services in the country. The primary objective of this collaboration is to develop a unified regulatory framework, since mobile banking engrosses both financial institutes and mobile phone operators.

Governor State Bank appreciated this initiative by PTA and considered it an important development for the banking and telecom sectors of the country. He said that advancements in telecom technologies have positively affected other sectors and innovative products have been introduced. He said that customers of mobile operators and financial institutions will be benefited from Mobile Banking Services and these regulations will ensure their security and satisfaction.
At the end of the meeting during a joint statement, both regulatory heads endorsed the proposed “Third Party Mobile Banking Regulations” and aimed to continue mutual coordination for setting up a fair and non-discriminatory regulatory framework for the mobile banking service providers.


It may be mentioned that Mobile Banking is increasingly being employed by financial institutes in collaboration with mobile operators around the world to generate additional revenues, reduce costs or to increase customer satisfaction, often with very promising results. There is no universal form of m-banking; rather, purposes and structures vary from country to country. The systems offer a variety of financial functions, including micro-payments to merchants, bill-payments to utilities, Person-to-Person (P2P) transfers between individuals, and long-distance remittances. Currently, different institutional and business models deliver these systems.

First the WAP login PIN (or Ufone PIN) that is used to login to the WAP Portal whereas the second PIN is Bank’s T-PIN (Telephonic PIN) required for every Financial or Non-Financial Transaction ensuring maximum security yet with convenience.

-For every successful login and transactions done on UPayments WAP Portal, the subscriber will immediately be notified via SMS to his registered Ufone number.

-After the secured Login subscribers can perform the following:-

a. Financial Transactions:-
-Ufone Prepaid ULoad (available denominations Rs. 250/-, Rs. 500/-, Rs. 1,000/- and Rs. 1,500/-)
-Ufone Postpaid Bill Inquiry
(Total Payable Bill)
-Ufone Postpaid Bill Payment (Supporting partial or full payment minimum Rs. 500/- and Max. 5,000/- in multiples of Rs. 50/-)
Utility Bill Inquiry (Supporting KESC, LESCO, SSGC & SNGPL)
Utility Bill Status (Paid, Unpaid, Blocked)
Utility Payment (Direct payment from respective bank account in real time)

b. Non-Financial Transactions:-
-Bank Account Balance Inquiry
-Bank Account Mini Statement
-Ufone PIN Change (Online WAP Login PIN Change facility. In case if the subscriber forget his Ufone PIN and/or T-PIN than he will have to call Bank’s Call Center at 021-111-111-425)

3. UPayments Subscription:
Prior to enjoying the facilities provided by UPayments, Ufone subscribers having bank account with partner banks will have to go through the registration process as per the designated UPayments Access Channels. The registration process also requires subscribers to go through KYC (Know Your Customer) verification process at their respective bank as per SBP Bank-led Mobile Banking Model; this ensures that only valid and authenticated subscribers can get registration and perform the financial transactions. 4. Terms and Conditions:
Following are the standard terms and conditions for UPayments:-

-UPayments is offered to all Ufone subscribers (both prepaid and postpaid) having bank accounts with partner banks.
-Ufone subscribers must have GPRS activated on their handsets to access to UPayments.
-Upon browsing through the UPayments WAP portal, standard GPRS charges (or UrEDGE Data Packages) will be applicable.
-Every SMS request to short code 808 will be charged for Rs. 0.25/-+Tax.
-For every utility bill payment, the subscriber will be charged Rs. 5/-+Tax from his Ufone Prepaid Airtime.
-In case of PIN(s) forget, both Ufone PIN and T-PIN can be regenerated by calling HBL Helpline at 021-111-111-425.
-Similarly if the subscriber wishes to change his current used Ufone number to a new Ufone number he will have to visit his HBL branch and fill the requisite form of change contacts and will have to call HBL helpline to get the new number registered for UPayments.
-Ufone is not liable for any wrong, delayed or non-payment of Utility Bills. For all issues and concerns regarding Utility Bill Payments subscriber is advised to contact respective bank/utility company for settlement.
